Each power play figurehead will have their own specialized power play modules with special features that deviate from publicly available standard modules. There are 11 obtainable power-specific modules you can obtain.
In order to obtain these power-specific modules, you must meet two requirements:
reach at least Rating 3 which is equal to meeting 750 Merits
be pledged to the power play figurehead for at least 4 weeks
Merits can be obtained by:
transporting power play expansion or fortification commodities - a unit of expansion / fortification commodity equals one merit
killing opposing power play faction ships for 25 merits per ship
When you have reached Rating 3, which must be met after the server maintenance tick the same time when your total time pledged is 4 weeks, you then can purchases these power-specific modules.
WHEN DOING YOUR WEEKLY MERITS
PLEASE visit the community that is in charge of managing the power play sphere.It is heavily looked down upon if you decide to dump expansion and fortification efforts according to the Galaxy Map's recommendations. Especially if you are doing merits for the Rank 5 - Double Bond/Bounty perk for power specific figures such as Zachary Hudson, A Lavigny-Duval, and Pranav Antal. In this case, the BEST solution would be to fortify an already fortified system.
WHAT IS SERVER MAINTENANCE TICK
The "server maintenance tick" is a game event whereby the server goes offline and undergoes maintenance or deployment of the next week's events. A server maintenance can often last from 10-45 minutes, depending on the amount of content being deployed onto the game matchmaking servers. A server maintenance can schedule updates of:
Power Play Capitol Command (CC's) a point system used for Expansion, Fortification, & Turmoil.
Thargoid Reports - expansion / repel status of the Thargoid expansions and attacks.
In-Game Narrative Content releases - Galnet articles, new Community Goal objectives, and mystery content for players to discover.
In the context of this guide, the amount of merits you have obtained before the server maintenance tick, will determine your ranking placement and then immediately after, all collected merits will be halved. For example, say if you obtained 750 merits before the server maintenance tick, after the maintenance is over, you will be awarded Rank 3 and your remaining merits will be halved to 375 merits the following week. If you wish to purchase modules for the following week, you should add another additional 375 merits to maintain Rank 3 for that power play figure.
WHEN IS THE SERVER MAINTENANCE TICK?
Elite Dangerous' server maintenance is scheduled for Thursdays at 7:00 AM UTC and will last anywhere from 10-45 minutes. Servers maybe playable as soon as it is online, however give it time to propagate update system statuses as the game will have 22,000 systems to go through.
WHAT MODULES ARE THERE?
Majority of the power-specific modules are weapons, with the one exception being an Optional Internal module. All power-specific modules are based off of ordinary publicly available modules. All powerplay modules can be engineered, with the exception of Mining Lances.
A modified Seeker Missile Rack that fires multiple micro-salvo seeking missiles that scramble making it hard for countermeasures to counter, but has reduced overall damage output. Comes as a Medium Seeking Fixed Hardpoint.
Containment Missiles, commonly referred as "Grom Bombs" are fixed dumbfire missiles that are capable of disrupting the operation of the Frame Shift Drive module of up to 17 seconds when hit. Comes as a Medium Dumb-Fire Fixed Hardpoint.
